HCC Trustees adopt balanced budget

FREEPORT � Highland Community College Trustees held a budget work session on Tuesday, September 20 prior to adopting the fiscal year 2011-2012 budget during the regular meeting.

The operating budget totaled $14.8 million, with the majority of expenses related to instructional and other student-centered services. Additional costs included administration, and the operations and maintenance of campus buildings and grounds. funny dog pictures

�After prioritizing needs and reducing certain types of expenditures � such as travel and training, and capital outlay � we were able to adopt a balanced budget,� said Vice President of Administrative Services Jill Janssen. funny pictures

The budget stability comes at a time when colleges nationwide are experiencing a drop in revenue sources. Enrollment levels are trending toward figures seen before the large increases in 2010 and 2011, while state funding also continues to lag. Based upon said factors and a drop in district-wide assessed valuation, the College officials anticipate a 2 percent decrease in operating revenue. funny images

Overall, local property tax revenue comprises the largest portion of the budget at 46 percent. Tuition and fees account for 36 percent, while state funding contributes around 13 percent.

�The College is seeing some challenges in relation to our main operating revenue sources. State funding increased slightly over last year, but is still 12 percent lower than two years ago,� said Janssen.

In a related matter, the state owes the College over $200,000 from the previous fiscal year. The legislature has given the state a December deadline to pay monies owed from the prior fiscal year in both general operating and restricted grant funds. funny photos

In other business, Trustees approved:

  • The HCC West three-year lease agreement with the Village of Elizabeth.
  • The submission of applications to the ICCB for Protection, Health and Safety projects for sidewalk replacement and a campus-wide internet protocol security camera system.
  • The Statement of Final Construction Compliance for the energy upgrade lighting projects in the main gym of the Sports Complex, library and campus loop road.
  • Dual credit agreements between CareerTEC and HCC.
  • New course and miscellaneous fees effective with the spring 2012 semester.
